When making a PCD, if necessary to determine the HS code, an official of the state revenue authority assigns a customs examination within three working days from the date the PCD request is received by issuing a Decision on the Appointment of a Customs Examination.
The decision, documents, materials, and attached examination objects are accepted by the authorized customs authority on the day of submission. Objects of customs examination include samples of goods, packaging, containers, customs, transport, commercial, and other documents, as well as identification means of such goods and documents.
Objects attached to the Decision must be packaged and sealed unless otherwise stated. The packaging must contain explanatory markings, including details of the person who performed the packaging, their signature, and date. Access to contents without damaging the packaging must be impossible.
Important: Opening of packaging is performed only by the customs expert assigned to conduct the examination.
If objects sent for customs examination show damage, spoilage, or partial loss that occurred during delivery, testing is not carried out. Such damage is documented by the customs authority via photo and video recording.
