A client approached our company with the task of importing a large-sized transformer from Azerbaijan to Kazakhstan.
The cargo weighed 104 tons.
Task
To obtain customs authorization for using a private railway siding to handle the oversized transformer, which was delivered by sea to the port of Aktau and then transported by rail to Almaty.
The challenge was that it was technically impossible to unload the transformer at a temporary storage warehouse (TSW) — doing so would have required multiple heavy-duty cranes and special equipment that were not available on site.
Our Solution
- Prepared a formal, well-reasoned request to the Department of State Revenue (DSR) of Almaty, specifically to the Goods Delivery Control Division.
- After paying all required customs duties and taxes, we obtained confirmation that the cargo would remain under customs supervision.
- A customs officer carried out photo and video documentation of the transformer to include in the case file as evidence.
- Secured official permission to leave the cargo on the railway tracks and complete the customs clearance process directly at that location, without moving it to a TSW
Result
All documents were processed legally and on time.
The client received the transformer for the power plant (CHP) without any delays, even though standard customs clearance procedures were technically impossible to follow.
Conclusion
Even when technical conditions prevent the unloading or relocation of oversized cargo, it is still possible to conduct legal and timely customs clearance — provided you prepare a well-justified request in advance and maintain effective cooperation with customs authorities
