How to issue a letter of refusal for a product?

A Letter of Exemption is an official document issued by an accredited body confirming that your product is not subject to mandatory certification or declaration under the Technical Regulations of the Customs Union (TR CU).
This document is often required for customs clearance, participation in tenders and procurement procedures, or submission to regulatory authorities.

When Is a Letter of Exemption Required?

A Letter of Exemption is needed if:
  • Your product is not included in the list of goods subject to mandatory certification or declaration under TR CU
  • Customs authorities request confirmation that the product does not require a Declaration of Conformity or a certificate
  • You are importing non-standard equipment, components, prototypes, or exhibition samples

What Documents Are Required?

To obtain a Letter of Exemption, prepare the following:
HS Code (TN VED)

Product name and description
— including technical specifications and intended use
Invoice or product specification
