Export control license: For goods included in the list of products subject to Export Control (EC)

This is a mandatory authorization issued by the competent authorities for conducting foreign economic activities involving specific categories of goods. What Is Export Control?

Export Control (EC) is a system of state regulation governing the cross-border movement of goods, technologies, and services that may be used for both civilian and military purposes within and outside the Republic of Kazakhstan.
Such goods include:
  • Radio-electronic components and microchips
  • Industrial equipment and machinery
  • Chemicals
  • Software and technologies
  • Dual-use or strategically sensitive products

When Is an Export Control License Required?

A license is mandatory if the product is included in the official list of goods subject to export control — even if you are importing the goods into Kazakhstan rather than exporting them.
Without this license, customs clearance cannot be completed.

Processing Time

Obtaining an Export Control license takes from 10 to 30 business days, depending on the type of goods, their intended use, and the current workload of the authorized authorities.
The license is issued separately for each product item under its specific HS (TN VED) code.

What Documents Are Required?

To apply for an Export Control license, you must prepare the following documents:
Invoice for the goods
— with stamps and signatures of both the sender and the recipient
Technical description of the product
— including precise specifications, scope of application, and functionality
Payment order for 10 MCI (Monthly Calculation Index)
— payment is made to the State Revenue Department at the place of registration
— Budget Code (KBK): 105402, Payment Purpose Code (KNP): 911
Supply contract or agreement
— plus an addendum if an extension for the current year is required
Preliminary Export Control conclusion
— issued prior to the license application and confirming that the goods fall under the export control category

The license is issued through the Committee for Industrial Development under the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan. The procedure is strictly regulated and requires full compliance with all established requirements.
