Delays at the Kazakhstan-Russia border

The tightening of control measures is primarily driven by sanctions imposed on Russia, as well as efforts to combat grey import schemes. As a result, cargo delivery times have increased, potentially causing temporary product shortages and price growth.

Key Issues and Causes

Increased Border Control

Within the sanctions framework, customs control — particularly at the Kazakhstan–Russia border — has intensified. This has led to longer border crossing times and additional inspections of goods and documentation.

Growth of Transit Traffic

A significant share of transit cargo flows through Kazakhstan, placing additional strain on infrastructure and slowing border processing procedures.

Anti-Grey Import Measures

Enhanced control is aimed at preventing незаконный import practices, including undeclared goods and under-invoicing. Authorities are paying closer attention to customs value declarations and the origin of goods.

New Entry Rules to Russia

Starting June 30, 2025, biometric identification has been introduced for citizens of Kazakhstan entering Russia. This may also contribute to delays at border checkpoints.

RuID Application

A mobile application, RuID, is being developed to create digital profiles and register foreign nationals, including Kazakhstani citizens. The system is currently in the development stage, which may temporarily affect processing times.

Delivery times for goods from CIS countries — especially those routed through Kazakhstan — have increased significantly, potentially impacting businesses and consumers.

Price Growth

Higher logistics costs and slower capital turnover may lead to increased prices for certain categories of goods.

Customs delays may result in temporary shortages, particularly in electronics and automotive components.

  • Monitor official sources for updates on border crossing rules and documentation requirements.
  • Whenever possible, consider alternative logistics routes to avoid congestion at the Kazakhstan border.
  • Prepare all necessary documentation in advance and take new biometric identification requirements into account when planning trips.

Additional Information for Citizens of Kazakhstan

  • Citizens of Kazakhstan may enter Russia using either an internal ID or an international passport.
  • A visa is not required if the stay in Russia does not exceed 90 days.
  • If the stay exceeds 90 days, migration registration is mandatory.
  • Kazakhstani citizens are exempt from migration registration for the first 90 days from the date of entry.
  • Up to 30–35% of parallel import supplies transit through Kazakhstan.
