What documents are required for customs clearance?

To prepare and submit a customs declaration, the customs broker will request the following list of documents from you:

№1. Original Invoice + translation into Russian or the state language.

The invoice is provided by the seller of the goods or the consignor (depending on the logistics scheme).
The document includes:

  • List of the goods received, their quantity and value;
  • Names and addresses of the Seller, Consignor, Buyer, and Consignee;
  • Product name, description, and HS code (TN VED);
  • Country of origin;
  • Delivery terms.

HS Code (TN VED) – a classifier of goods. The code is determined and assigned by the declarant.

№2. Packing List + translation into Russian or the state language.

This is an accompanying document that contains a complete list of goods for each package separately. It is always attached to the invoice. The document includes:

  • Names and addresses of the Seller, Consignor, Buyer, and Consignee;
  • Contract/order number and date;
  • List of all transported goods with precise product descriptions;
  • Quantity of goods;
  • Package number and type of packaging;
  • Dimensions of each package;
  • Gross and net weight of each package, as well as the total volume and weight of the cargo.

№3. Technical description for each item or piece of equipment listed in the invoice (in Russian, preferably with photos).

This document is necessary to determine the HS Code, as it contains information about the scope or use of the goods. The document should include:

  • Full name of the product, commercial name;
  • Material of manufacture;
  • Photo;
  • Application area;
  • Main technical specifications.

№4. SWIFT payment confirmation with bank stamp.

An identification code used for international money transfers between banks. This also serves as proof of 100% payment for the goods. Preferably with the exact shipment amount and invoice number indicated.

№5. Contract with a Unique Number (if required for the shipment).

This refers to the currency contract number between two parties, necessary for foreign exchange control. The client must provide the bank with the agreement between the counterparties for the foreign exchange transaction. The number is assigned by the bank.

№6. Export Declaration (copy)

An essential element of any foreign trade transaction. This is an international customs document for the export of goods, confirming the fact of export.

№7. Transport Invoice (depending on delivery terms)

Reminder: transportation costs up to the border of the EAEU are included in the customs value of the goods.

Copies of serial certificates/declarations of conformity (if available)

This document confirms that the goods comply with EAEU or Kazakhstan standards and regulations. A certificate of conformity may be of two types:

  1. For a batch of products – a new certificate is required for each batch.
  2. For serially produced goods – once issued, the certificate allows the import of goods over a long period, attaching the serial certificate to each declaration.

Check certification requirements and other non-tariff regulations before shipping the goods.

You can prepare for certification in advance, and some certificates/permits can be obtained while the cargo is still in transit.

Depending on the HS Code of the goods, the list of documents required for customs clearance may be expanded. To minimize risks and pass customs without unnecessary expenses, consult with your customs broker.
